Position Summary:
The HSE Regulatory Specialist is responsible for ensuring regulatory compliance across upstream oil and gas operations, including drilling, completions, production facilities, and associated midstream assets. This position supports compliance with federal, state, and local environmental and safety regulations, with emphasis on air quality compliance.
The role will work closely with operations, engineering, and leadership to ensure compliance with applicable environmental and safety regulations and to support responsible development and operation of oil and gas assets.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- -Assist with air permitting and regulatory applicability analyses.
- -Prepare or support emissions inventories, permit applications, and regulatory notifications.
- -Support compliance with air permits.
- -Prepare/submit regulatory reports (e.g., SPCC reviews, waste manifests, Tier II, flaring/emissions logs, completion reports, well test as applicable).
- -Maintain permits/registrations; support updates/modifications.
- -QA/QC incident and audit data.
- -Manage environmental incident investigation, reporting and remediation.
- -Coordinate agency correspondence and inspection logistics.
Qualifications:
Required:
- Bachelor’s degree in environmental science, Safety, or related discipline; or equivalent experience.
- 3-6 years in HSE compliance, regulatory, or reporting roles.
- Direct experience in upstream oil and gas operations.
- Air permitting in Oklahoma and Texas.
- Strong proficiency in MicroSoft Excel, SharePoint, and reporting systems.
Preferred:
- Experience with SPCC, SWPPP, waste tracking, and emissions reporting.
- Familiarity with RMP, PSM and DOT/PHMSA compliance.

Work Environment
- Requires ability to work outdoors in varying conditions during field visits.
- Regular travel to well sites (~5-15%).
- Extended hours may be required for incidents/inspections.
- Exposure to field conditions including noise, dust, extreme temperatures, and inclement weather.
- Personal Protective Equipment (PPE) required at all times in designated areas.
